AbstractWe presented in this article a test-centered standard-setting method and its application to setting of Putonghua minimum competence standard for Hong Kong Putonghua speakers. The results were consistent with the current Putonghua testing criteria and high in inter-judge consistency. The weaknesses of the existing Putonghua standard-setting method and directions for future research were discussed.
