AbstractAttempts were made in this paper to evaluate the effectiveness of school management reform in Hong Kong. As to the further development of school-based management in the new century, the author suggests that the government should first review the roles and functions of sponsoring bodies and school management committees in the governance structure of the aided sector, and that continuous professional development should be provided to principals and teachers. When school managers cope with challenges and resolve conflicts arisen from the school management reform, it is to remind that giving students' welfare a top priority should be the paramount principle.
