This paper describes the idea of Data-oriented Chinese Authoring System (system name: CAITOOL). CAITOOL was programmed in PASCAL language under environment of ET Chinese system, base on independ moduler and data structure. Any courseware designed by this system only include file of integer-data type (two bytes), so these courseware can be run in different software or hardware environment. Programmer can design different translator program to explain these courseware data, it will increase the portability of CAI courseware.
