An Analysis of the “Closer Mechanism” of Higher Education in Taiwan (Article written in Chinese)

Abstract

Considering the implementations of higher education in Taiwan has reached to saturation, and in order to prevent from source dilution and maintain the best quality, the Ministry of Education issued the “closer mechanism” in 2005, which has great impact and influence on the maintenance and development of various universities in the future. This article focuses on the discussion of “closer mechanism” are: (1) Western countries have adapted “closer mechanism” for many years, such as England, United States and Canada, and their practices and experience could be our reference and examples. (2) The methods deal with dismiss or reformation, adopted by being involved very complicated and difficult follow-up problems, and if it is not well managed, it will result in significant influences on all people involved with schools and the societies so it shall be carefully operated. Therefore, the first step of this article is to analyze the appropriateness of the introduction of “closer mechanism” by universities in western countries. Second, we will state the way of “closer mechanism” by universities in western countries. Third, we will to establish the “closer mechanism” of higher education in Taiwan, and have a survey and close study on its policy, concept and measurement. Finally, we will have conclusions and suggestions for references.
