A Study of Indicators for Research Output of Universities in Taiwan (Article written in Chinese)

Abstract

Taiwan’s system of higher education is highly homogeneous, due to the fact that Taiwan’s public institutions are generally funded by the government on a same formula basis for teaching. In order to deal with the above problem, the Council on Macro-planning for Higher Education was established in 2003. After one and half a years, one of the major recommendations from the Council is development of research universities in Taiwan.

Thus, it seems essential to look for an appropriate system of indicators for research universities in order to facilitate universities and colleges in Taiwan to develop their own unique characteristics, and to make the existing higher education system more diversified so as to meet the diverse needs of students for higher learning and the demands of society as a whole.

The main purpose of this paper is firstly to examine the literature concerned, and secondly develop indicators of research output for universities. The method of a questionnaire survey of Delphi method was employed. Based upon the findings, suggestions for relevant policies and application of the indicators developed are made respectively.
