Abstract
In order to accelerate language normalization, State Language Commission put forward a proposal of surveying the language situation in the whole country to the State Council. The proposal was approved in January of 1997. The project will be divided into three stages: preparatory stage, surveying stage and analyzing stage. In the first stage, which is very important, the main task is making a good outline and formulating a feasible questionnaire under the guidance of the eight points. In this article, key aspects in formulating the questionnaire are discussed.
