Abstract
The Modern Educational Technology (MET) is an independent branch of education science. It applies the multi-media computer and network communication technology to the practical activity of education. The guide idea of MET is the modern educational theory and the learning theory. The technical support of MET is multi-media computer and network communication technology. The MET shall design, develop, apply, manage and evaluate the educational procedure and educational resources in order to optimize the educational procedure and resources, to improve the educational quality and effect. The application of MET shall deeply change the educational content, approach, measure, model and ideology. The educational design theory of MET will provide theoretical principles for TCFL. The multi-media computer and the network system may create an ideal environment for education, and it may also help to solve many difficult problems in teaching. The two important tasks are: to develop the software for TCFL, and to train teachers for TCFL.
