The Establishment of Regulations and Standards for the Commonly-Used Language and Characters — Understandings of The Law for the Commonly-Used Language and Characters of the People’s Republic of China (Article written in chinese)

Abstract

One of the aims of making The Law for the Commonly-Used Language and Characters of the People’s Republic of China is “to push forward the regularization and standardization of the commonly-used language and characters of the country.” To ensure that the law be executed smoothly, there must be a series of relevant regulations and standards (RS) to support it, including RS of the language and characters and their uses in different fields. The establishment of RS must be based on the scientific research, sound operating mechanisms and strict procedures of examination and approval. Meanwhile, we should also deal properly with the relations between being strict and being flexible, between the academic logic and the common, between establishment and maintenance of RS, and between the nature of being scientific and the nature of being up-to-date. What is more, we should also take the use of Chinese overseas into consideration and make good use of the latest technology when establishing RS. We believe after a period of hard work, we will reach the goal that the RS sufficient and effective will be made for the commonly used language and characters of the country.
