On Language Legislation (Article written in Chinese)

Abstract

The purpose of language legislation is to establish the status of official language and standard language and also their practical use. While specifying the relationships between languages of different nationalities, it also guarantees all citizens’ language rights. In order to better serve the social progress and other causes in all fronts of social development, it attempts to minimize or prevent the contradictions and conflicts caused by language issues. The law also aims to promote sound development of language in a desirable manner through setting the principles for language standardization. The principles of legislation procedure are the seeking of truth from facts, policy adherence, conciseness and clarity. Characterized by its scientific, pragmatic, feasible and flexible features, The State Law of Standard Language and Writing was formed at the time when the demand was immense and the conditions under which it took shape was mature. It has yielded an ideal effect since it was promulgated and should be implemented in an earnest way.
