Abstract
This article consists of two parts. In the first part, the author deals with the principles of the revising Program for “Putonghua” (´¶³q¸Ü) Proficiency Test and the constitution of Implementation Outline for Putonghua Proficiency Test. Those are the following: the combination of science and maneuverability, the combination of coherence and foreseeing, the combination of standard and service. In the second part, the article presents some problems for discussion: (1) the evaluation and the equivalence of the test content; (2) the judgment on the level and the ability; (3) the level standards and the professional requirements; (4) testing the language or the culture; (5) the machine test.
