The Ethics of Educational Evaluation: A Neglected Issue in Hong Kong (Article written in Chinese)

Abstract

Background: Educational evaluation not only is a technical process, but also involves ethical judgement. Therefore, the issue of ethics has long been an important element in the field of educational evaluation. However, this is not the case in Hong Kong.

Focus of discussion: In this paper, the authors attempt to discuss the ethical issues commonly encountered during evaluation. The relationships of the issues with the evaluation politics and evaluation methodology are also revealed. Based on the above, how to improve the current situation so as to face the future challenges is suggested.

Suggestions: The authors suggest to establish a professional body of educational evaluators for developing guidelines to ensure high-quality professional practices among all evaluators. Through self-monitoring by professionals in the field, the quality of service can be guaranteed.

Conclusion: Ethics is an important element in educational evaluation. In view of the shrinking research and evaluation fund in Hong Kong, collective action among professional evaluators is essential if this important element is to be respected and properly managed.
