Choice of Medium of Instruction: A Challenge for the School in the 90's

Abstract

The issue of medium of instruction has been debated in many forums for over a decade, and the language policy has not been absolutely clear until the publication of Education Commission Report No. 4. Now it rests with the school to opt for Chinese-medium, English-medium, or both Chinese and English streams within the same school. The factors affecting the choice of medium of instruction by the school are discussed in this paper. In particular, a behaviour determinants model and a decision-making process are proposed to help principals and their schools to understand the issues more fully for achieving the goals of the school in this challenging time of the nineties, the pre-1997 years.
