School Management Initiative - The Initial Response

Abstract

The report on School Management Initiative (hereafter the Report), jointly published by the Education and Manpower Branch (EMB) and the Education Department (ED) in March 1991, is a timely issue. School-based management, which originated from abroad, is a worthwhile idea. However, to put this idea into practice in Hong Kong, like all innovations in education, is not without difficulties. Unfortunately some of the difficulties were needlessly created. This article briefly reviews the educational reform in the UK, where a more thorough concept of school-based management is being introduced. It then discusses some of the initial problems encountered in Hong Kong by the School Management Initiative (SMI).
