Abstract
This paper addresses many developmental issues concerning guidance and counselling in Taiwan. In particular, it focuses on the current programs and practice of guidance and counselling services. Initially, a brief history of the development of counselling and guidance on the island is presented, followed by a discussion of the dilemma encountered in this area and its implications in training and education. The paper is culminated by description of the Six-Year Promotion Plan, including the rationale, the framework, procedures of implementation, possible problems, and anticipatory outcomes. Implications for future development are discussed.
