Abstract
The formation of evaluative government has become a common characteristic of worldwide public educational system reform. The understanding of the concept of evaluative government is not only helpful for us to understand the change of governmental administrative educational functions, but also helpful for us to understand how the government keeps its powerful leadership over public education while releasing power. In the reform of public educational system, the formation and development of evaluative government means the reconstruction of the relationship between government and public education. In China, public educational system reform has already got similar policy train of thought and reform route with those in other countries in the world, but there are still some problems. Therefore, it is necessary to have serious reflection over the mode of governmental administrative education and the new government educational functions.
