Abstract
The economic and social development in the middle rural areas of China is comparably lagged behind, which leads to series of problems such as the limited support to the rural education, causing rural educational development slow and even difficult, the insufficient educational investment in the rural education and the low average investment level of each student, the insufficient school public funds, the structural contradiction of the teaching staff, the unbalanced disposition of educational resources is not balanced and the average number of years for education per person is comparably low and so on. The sinking of education in the middle rural areas represented by Hubei province is becoming a major issue which demands concern about the current rural education. Hubei provincial government has realized the seriousness of this issue and adopted active and strong measures so that the gap of the educational level between the areas and other areas has been narrowed. In the developing strategy of middle areas rising abruptly, rural education should be included to establish long-term effective mechanism and policy with permanent cure of socialist new rural education.
