All teachers with five years of teaching experience are eligible to apply for the Needs Analysis. It will open to school nominations (i.e. nominations from school supervisors) or individual applications, but at least 50% of the total number of training places will be allocated to school nominees. If there is a surplus of school nominees' places, individual applicants will be allowed fill the places, and vice versa. In case of over subscription, the priority for admission will be accorded in descending order as follows:

  1. Participants who have successfully completed the 'Preparation for Principalship' course for Aspiring Principals.
  2. Serving vice-principals/deputy heads in government and aided schools or equivalent;
  3. Serving senior teachers.           
    - at the rank of SGM (for aided secondary school)            
    - at the rank of Education Officer (for government secondary schools)            
    - at the ranks of AM/PSM (for aided and government primary schools)
  4. Other applicants.

The fee for the Needs Analysis is HK$4,000. Applicants who are offered admission to the Need Analysis should pay the fee in full within five working days from the issuance of the official notice of admission. The fee, once paid, is not refundable.
