2. Who are the QSIP Team members?

Under the philosophy of comprehensive school improvement, the QSIP Team comprises a critical mass of experienced School Development Officers (SDOs) with rich knowledge base and professional expertise in various KLAs and aspects in the education field. Our SDOs are former teacher trainers of EDB and teacher education institutions, experienced frontline practitioners including principals, middle managers and proficient teachers of different KLAs, or experts in the education sector and other areas, which complements theory and practice. 3. How does the QSIP Team collaborate with schools?

A Coordinating School Development Officer (CSDO) will be assigned to each school for school-level coordination. The CSDO will contact closely with school leaders and the cadre group to design and modify action plans from a holistic point of view, and perform timely review and follow up. SDOs with the specific subject knowledge or expertise that matches with the focus of action plan will be assigned to collaborate with teachers.

Preparation and consideration:

4. How should schools view their working relationship with QSIP?

School leaders should see QSIP as the external change agent who work together with the school to strengthen its professional capacity. The QSIP Team shall collaborate with teachers for their professional development, instead of taking over their role as a teacher. Therefore, when planning for the collaboration, thorough internal communication among teachers is recommended to build consensus for development and to enhance readiness for collaboration.

5. Why is it necessary to set up a “Cadre Group” ? Who are the members? What are their roles?

The “Cadre Group” is the school representative who communicates with School Development Officers of SDO. The cadre group is also responsible for coordinating in-school preparation and administrative support, reviewing the progress of the collaboration, and planning for follow up actions. Hence, apart from the Principal and the Vice Principal, we recommend to include the chairmen of the subject panels/ functional groups that involved in collaboration in the cadre group.

6. Is there any administrative arrangement necessary during the collaboration?

Yes. Collaborating schools should provide administrative arrangements and support throughout the collaboration process to ensure teachers have adequate opportunity for professional development. Such arrangements include flexible timetabling for collaborative lesson planning, arrangement of Staff Development Day(s) for training of the whole teaching team, and internal experience sharing etc.

7. Who should be the teachers involved in the collaboration?

We suggest inviting teachers who are open to new ideas, willing to have them tried out and also have the experience shared with colleagues. To cite an example of a collaboration on subject panel development, the subject leader should co-ordinate and lead the team to work closely with our SDO, as well as share and turn the experience into practice in the panel.

8. What is the budget for collaboration in general?

The budget depends on the scope and depth of the collaboration. The yearly budget for a school development plan on a specific focus would be roughly HKD 200,000 or above. A school development plan normally takes a period of 2 to 3 years.

9. “QSIP School-based Professional Support” is a school self-financing programme. Could the school apply for funding from other organisations to cover the cost of the professional support?

Yes. Please contact with QSIP before preparing the proposal to apply for funding to ensure that a mutually agreed school development plan is proposed.

11. What should the school do if there are several potential development foci and not sure which to start with? 

Before formulating an implementation plan, School Development Officer of QSIP will communicate with school leaders to understand school context and development need, and provide professional advice on initiating changes.

12. Could the school receive professional support on single event, such as conducting an one-off workshop and analyzing an exam paper for a particular subject?

Endeavour of an individual teacher or a change at subject-panel level alone is not sufficient for a sustained impact unless they are supported by a conducive management system and culture on the school-level. Therefore, QSIP emphasises the philosophy of comprehensive school improvement when it formulates action plan for schools. Through collaboration in an authentic situation, teachers will have the opportunity to practice, reflect, and disseminate their successful experience to their fellow colleagues to encourage sustainable development. It should be a holistic consideration when formulating a school-based school development plan, rather than only planning for a single event.

13. Is the collaboration period limited to one year? Could schools apply for support services for more than one year?

Schools may consider to formulate a school development plan with a period of 1 to 3 years with reference to the school context, development need, and short-term and long-term goal.

14. How could the school make enquiry on the service fee of school-based professional support?

Please login to the Online Platform of “QSIP School-based Professional Support” to submit enquiry. QSIP will make contact with the school by phone or email to understand school context and need, and suggest school development plan and quotation accordingly.

15. Could the school proposes a collaboration plan with frequency of support and seek for quotation from QSIP?

A comprehensive school development plan emphasizes on the interaction between school-level, subject departmental level and teacher level, and requires the collaboration between the internal and external change agents. To facilitate a holistic planning, please meet our School Development Officers to let us understand the school context and development need before drafting a collaboration plan. However, schools are welcomed to share their preliminary proposal, if there is any, as supplementary information when they submit their application via the Online Platform for QSIP School-based Professional Support.

Schools are advised to consult their administrative regulations for the need of tendering process.

18. Is there a serving quota for “QSIP School-based Professional Support”?

QSIP collaborates with around 60 to 80 schools under “QSIP School-based Professional Support” every year. Individual application will be considered with reference to the readiness for collaboration, needs for support, service quota, and other relevant factors.

20. Will QSIP accept application after the deadline?

Schools could still submit their application. Our team will get in touch with the school to understand its needs and put the application on the reserve list. If situation allows, collaboration may be considered.

21. Will unsuccessful application receive priority in the next academic year?

Unsuccessful applications will be placed on a reserve list. Priority will be given to keen application on the reserve list in the next academic year.

22. How to retrieve User ID or password?

Please visit the main page of the Online Platform for "QSIP School-based Professional Support, then click “Forget ID / Password” and enter the Registered Telephone Number of the school. User ID and Password will be sent automatically to the registered school email address, to ensure that only the authorized person could access to the information.

Payment:

> 24. When is the payment due?

In general, according to the agreement, the payment should be settled in 3 installments: end of September (30%), end of following January (50%), and end of July (20%). Invoices will be issued one month prior to the due date of payment.
